Arbitration award for Years 2-4 of agreement with Ontario doctors announced

TORONTO, ON – A Board of Arbitration, chaired by Mr. William Kaplan, has released its decision awarding a 7.3 per cent increase in physician compensation for Years 2 to 4 of the 2024-28 Physician Services Agreement (PSA) between the Ontario government and Ontario’s doctors. The PSA also includes additional targeted investments that will address systemic health-care delivery issues.

This award builds on the Year 1 award announced in September 2024 and the targeted investments in emergency medicine and northern health care awarded in April 2025.

“This outcome also reflects the mutual agreement reached with the Ministry of Health on key components of the new Family Health Organization Plus (FHO+) model,” said Ontario Medical Association President Dr. Zainab Abdurrahman.

“FHO+ builds on the existing model to reduce administrative burden, address lagging compensation and ongoing efforts to close the gender pay gap. It is designed to strengthen team-based primary care, improve access to family doctors and support recruitment and retention.”

Ontario’s doctors see the new PSA as providing much-needed funding that modernizes the health-care system and benefits patients. These investments support the government’s stated goal of ensuring everyone in Ontario has a family doctor and will help future-proof the health-care system.

While the PSA addresses many outstanding issues, the OMA will continue to advocate for physicians in areas where results did not align with our recommendations. We remain committed to working with the government to improve patient care and strengthen the sustainability of the health care system going forward.
